I got this explained to me recently! It's actually because you clicked the first 6 and then the game refreshed- it still counts the 6 before as "being sent already" even tho the game unchecked them in the refresh. I thought i was going crazy for the longest time, but just another bug.

If you send out more than 20 requests in one day, the rest get queued to send out the next day!-Hence the message you got

About the 6 neighbors Storm says already got, that happens to me all the time. Sometimes I didn?t even do the last goal
