No one has yet to help me. I had this issue earlier with the general store and someone else had the issue with expansions and it was fixed. I am level 53 and it is getting hard to progress and complete cruises with a 2 item butcher. I tried upgrading it again and it worked but when I went back in around an hour it reset. Again, I tried with different devices, latest gerson, etc and nothing is working. Now it is back to the refresh automatically after a few seconds thing... Very Frusterating

The other issue that was fixed was not the same as yours. It was expanding restaurant while yours is expanding your shops.
