The sale you're referring to is usually called a Value Pack offer or sometimes a Starter Pack. Not every player receives these offers, so I can't say definitively if there is a pattern to their releases but I'm pretty sure they're random offers that vary from one account to the next - like gem sales. That said, the next time you see a VP pop up, it'll more than likely include different items and depending on what items are included, the price may change as well.
