This is a promotional feature which goes out to random players. You'll see an icon on the top right of your game when you have it. Hope you get yours soon.

Why can't all tablets get the chance to get free gems?

If you are referring to the Video feature, this feature goes out randomly to different players and also the rewards may be different between players.
It is subject to change.

I've noticed that the accounts where I haven't spent any real money do have the free gem videos while the ones where I've spent some money don't. So I think this might be the reason why some players don't have this feature. I have recently spent a little money on one account which used to have this option and right after I bought some gems, it disappeared and I don't get to watch any more videos since then. If I knew I'd lose this feature, I wouldn't have bought those gems... this is very unfair.

I was getting the gem videos for almost a year and then it just stopped about 6-8 months ago. I don't know what they base their decision on on who gets them. Weird.
