It does seem odd that the odds are so different! Horns have always been scarce for me all along. I do regular adventures, the ones needing swords or armor or lumin essence. I didn't bother the first few years then realized what I was missing out on, and now always have both keep and barracks going. I also periodically get surprised with gold item drops from unexpected (or forgotten) places. They're rare and I never remember where they showed up (I do know my regular dropping items!) so always a pleasant surprise.
