No, only the jousting arena counts. Reduce the count as much as possible... It costs 10 gems per visit to skip.

So how do I "Raise the baby horse"? The text appears to say that you can skip this for 5 gems but there is no button to do so. Having reached this point my baby horse is still on a 24hr cycle. How can I get this quest to end?

You have to tend to it every day for 5 days (including the first day you got it as long as you placed it on the board immediately and didn't store it). After "collecting" from it 5 times, it will grow into an adult then have a 7 day timer. Skipping the goal for 5 gems would only skip the goal, not raise the horse yo an adult.
