Is the iOS coin & gem value pack only offered if you buy goal parts value pack?
No, it's a random offer it seems. From what I've been able to gather, 99% of players get the goal parts offer and then there's a tiny, random group that gets the other offer. I've not seen any explanation for this so who know why they do it this way!
I get the $1.99 offer in a restaurant that's at Level 25 that I started a few months ago. I've never gotten the $4.99 offer.
