You do not need to update to 1.2.4 in order to see this update. As long as you have quest No Place Like Home from the Plume Hive story completed, you should see this in your Kingdom Goals list.

Can someone please post a link to the thread which contains this quest / step, so I can have an idea how far off I am from this and what it will take to get there? Thanks. I tried to find it but I cannot.
