They initially appear in your Silo, but...have you purchased the Succulent Pots yet? It's possible they won't appear until you buy at least one. I'm not exactly sure how or when they first appear.

Generally, if the new crop thumbnail doesn't include a clock-face, it's a permanent crop. However, it's hard to tell. It's unlikely that we'll continue to receive drops from the cows (and others) once the event ends, so unless there is a plan for the crafts involving succulents to move to the Floral Shop or for the Succulent Stand to remain active with new recipes, they may actually be temporary.
