Error with Golden Gate Goal

I'm on the Golden Gate Goal which requires

Add 8 Neighbors
Build a Golden Gate Bridge
Add a Soulmate to the Golden Gate Bridge

I've completed the last 2 and technically the first but that is not registering. When I first started the goal it said I had made 80% progress in adding 8 neighbors. I have added 13 neighbors since I started the goal and now it says 93% completion. This means I get 1% towards completion with each neighbor, meaning I would have to add 20 neighbors and not 8 to complete the goal.

For these goals you need to add NEW nbrs. If you had 100 beforw the goal, you'd still need an additional 8 to make the 108. Also i dont think the %s are accurate, not that i have done the maths.
