Okay guys looks like this is a display bug.
You usually only earn 1-3 XP from visiting neighbors in PSS, but in the Amazon versions, it's adding an extra 0 (zero). So when you accumulate XP from visiting neighbors, exit, and log back in, the XP will go down, because you didn't really receive 20XP each time, but 2XP, and the true values are actually added.
check to see if this is what are seeing in your game.

I do not get ANY xp or coins when i visit neighbors (if it doesn't f/c) even thought it says 20 or 30 of each I posted this a while ago in the android thread it still happens even time
