I went to the cliff gliders perch first. I don't know if this is deliberate and the game leading you in how to expand, but I noticed that the coins needed increase by 100 coins depending on which expansion I'm looking at. I've been somewhat following that.
I expanded to the mansion -> wheel -> gardens -> paraglider (in progress) -> planning on going to lighthouse then vineyard(:
My expansions:
1. Mansion (because I was told to by the game)
2. Paraglider (because- ocd now that whole end is done)
3. Ferris Wheel ( because- hello Ferris wheel!)
4. Gardens (most achievable expansion)
5. 1st Cliff edge (I like the cliff)
Now I'm going with the ones that require only 3 of each of the items because why wait for the 4th? It seems like the game leads us to expand that way -along the railroad now- I'm thinking it's to my benefit to follow the game as it may lead to getting to the easier goals and thus the game will advance faster and more smoothly....

I expand to the ones with the least requirements first. The darn shovels have a horrible drop rate. If not for them, I could do 2 more expansions right now.

Vineyard (expanding here opens a 10x5 area of which 4x5 is used for the vineyard)
Next will be the Lighthouse. After that I'll slowly work towards the others while filling in the gaps around the area.
after the mansion, i started the vertical line along the other edge, starting at the tracks and ending at the wheel (well, ending at the wheel once i get one more surveyor's tripod thingie). i like expanding so my city stays as rectangular as possible. i'm a fan of planned cities.
