When you first purchase Ivy's Nursery, the ability to summon babies will be locked by Goals. You will need to complete Goals to unlock the ability to summon baby pets. There is an issue that causes the summoning spells to display that they are locked by level, but they are actually locked by Goals. The team will work to fix the messaging. Sorry about any confusion!
