You can use coins to purchase more of the blue anemone and ocean coral in the marketplace. Under nature, click on the plants tab and they are on pages 13 and 14. Be careful, the aqua anemone is there also and it costs gems.
Also, check the coral castle often, it has a chance to drop all the materials, plus the occasional blue anemone or ocean coral.

This is a long-term goal so no real hurry, I remember 'sister sister' goal took way longer... I've played CS since the beginning, many alicorns and cash so this isn't as difficult. I know people are bemoaning the low drop rates of eels but to be honest with the number of storm waters required at the end and requirements (trident and necklace, plus coral blocks and columns) for level 10, my main drains/shortages were surprisingly orange coral, orange shell and enchanter's essence and lumin essence, last 2 requiring crafting in potion shops which were always occupied. I find the drop rates are ok as you will need drops of not-so-rare items eventually to craft numerous items for the last upgrade and you will be held up by the length of craft times in the potion shop.

The crafted aquanter drop aquanter scales (4 hours). Generally 1, sometimes 2 (rare).
