Why do other players have different food items when I have either passed the level or on the same level and I never had the food choices they do? Also when I level up it'll show a new food choice, but the food choice doesn't show up in the food options.

They could be the limited time recipes which they unlocked from completing past goals. Check that you have the correct appliance and make sure you are playing on the latest regular game version.

You can send a request for those parts to your neighbours by clicking on the appliance in your bakery.
