The only way to start the game over, is to start a new account on a new device so you'll have to create a new Storm8 ID and password as well. I'd suggest if you start over that you make sure to keep your original name and password for the account you have now.
After all, most of the decos, recipes and appliances in the game have been removed from the market over the years and the new content is only available for limited times. Basically, the bulk of the items will not be available to your new account - you may find it's not as fun to replay a game that's missing at least half its content.
