Building river requires fish, merimaid scales, water and lucky dust, for some reason I am out of scales, and they seem to became rare drop

step 2 find red wisps [at red mushrooms], find orange wisps at chickens, make lucky potion [2 red and 2 orange wisps, and 5 lucky dust] 30 mins.
