I have the same problem on both of my accounts. I reinstalled my game for one account. The Elven Outpost briefly reappeared while the game was repopulated, but then disappeared again.

Mine is gone too. I force closed and it's still gone. Nadine is just sort of perched on nothing

Outpost dissappeared too in my game.
Force closed, but that did not help.
Visited a neighbor and returned, and it's back again :-)

Did the same, outpost appeared for an instant after visiting a neighbor, but disappeared again.

My Elven Outpost has vanished as well. The bird is sitting in air.

Same issue here, the bird is just hovering
