1. To get the Alicolt you must have finished upgrading you moon base to L5 before the time is up.
2. Your Alicolt goes straight to inventory.
3. You do not need to finish neighbour requests in part 10 - you only miss out on the 300 coin reward if you're stuck on neighbor requests. You only need finish upgrading.
4. Once you get your free Alicolt as the prize you have the ability to purchase additional ones in the market for 500 gems.

Note 1 about Goal 2: goal 2 is optional. If you don't get all of the moon charms back in time, it will not affect you getting the Alicorn. By not finishing part 10, you will only miss out on the reward of 300 coin and 10 xp! You will get the Alicorn from upgrading the Moon Crystal, not for completing part 10.
Note 2 about Goal 2: The special drops and crafts will disappear once you upgrade the Moon Crystal.
Note about Goal 3: Once you upgrade to Level 5, the Alicolt will go to your storage/inventory. Make sure you are on the All tab. If it isn't there, please force close your game and then it will be there.
