When I open the game the progress meter on the bottom loads to 100% and then the screen stays there. At one point I left it open for two hours and it never opened to my city. There is no sound while loading but the dark and light green ******s behind the 100% continue to move. I've tried force quitting and am up to date on the newest release as of August 16th. Any ideas?

Nope.If you are worried it will delete your progress, write down your Support ID and how many Gems you have. With that information, you can recover your account with a Support Agent.
