It is the arctic isles you visit by pushing travel. To open it you breed a winter with magic (or winter with any purple dragon) to get ice age dragon. That'll open it up. Beware- it costs lots of coins for habitats, food, etc and gives no coins in return. Also has a few upgrades accessible by spending gold.
And you need to be on ios not android.

ITA with all of the above, however, breeding, hatching and evolving on the Arctic Isles helps in leaderboard events.
