I dont see it either. Maybe thsi is like Bakery Story 2 whereby we need not name it or maybe we can later..

I believe the city is named Chesterfield. It looks as if we don't get to choose.

There is no option to name your City. If you are seeing City names when you are in the City Exchange, these are players that have logged into their game with Facebook.
