I'm confused about the Baby Ice Dragon, snow gate and Ice Fountain - they can be bought for gems, but then in ShiBuyaCloth's text there are requirements; does that mean Ice Petals and so forth are needed after the gem purchase or does the items come fully build?

Also same question with the snow walls that can be bought for coin.

I'd like to get some of the items, but I'm not high enough level to have participated in whinter event, so I dont have icy petals and so forth.

The items could be crafted, bought, or received during the Holiday Workshop - December 2015 event. Now only bought with coins or gems, if you have the Snowy Workshop you can still craft some of them.
