I have enough wisp lanterns for two discounted plots but not enough cash or permits for both. If I pay the lanterns during the sale but don't open the plot, will the lanterns stay paid in full? I'm guessing so, as there's no mechanism to only partially pay lanterns for expansions in other circumstances.

No, we learned this lesson the hard way when s8 did the 1st event like this. You have to open the plot or it will go back to full price but give you credit for what you paid.

Last time there was an expansion sale, I think there was a post where someone said pre-paying didn't work. Sorry I don't know where that thread is...

@ginerp: no, if you pay all the discounted number of lanterns but do not pay the other costs in coins and permits, when the discount period ends everything will revert back to full price and you will have only paid however many lanterns out of the total. It will not stay fully paid, or at least this has been the pattern in the past. My suggestion is to focus on buying one plot at a time, not trying to pay all lanterns or all permits etc

Re: cherry blossom Phoenix, mine usually gives blue petals only. The Hub says also earth wisp, living wood, & wood but I don't recall seeing those just petals.

They will not remain paid in full if you don't open the plot before time runs out. But you will not lose them! The cost will just revert back to the original cost and it will show how many more you'll need to give. The same goes for permits and coins. You can partially pay simply by clicking give, and the amount needed will be reduced by however many you had in inventory.
