The goal is to click on the mad hatter. He's in the cruise event area. I've clicked on him there and started to cook for the event but the goal is still there. Does he come into the restaurant? How long until he comes through the door? Or am I missing something?

I've been waiting for him to come in too. I uninstalled and reinstalled and he still didn't show up.

You need to complete all 10 days of the cruise before he will show up.

This goal is for the whole duration of the cruise. As cquinn32 said, he'll show up once you have completed the cruise. Complete your day 10 and tap on him when he shows, to complete this goal. You can ignore this goal if you aren't participating in the cruise. It will go away after. Don't worry, it isn't a bug.

Does anyone know what level you have to be in order to unlock the mad hatter's lamp as a cruise prize? It's the prize for day 5 and otherwise would cost 60 gems.

Is your Day 5 prize different? If it's the same, you just need to complete Day 5 to get it. There's no required level unless you're seeing a different prize.
