For unfortunate souls like myself that were unable to finish the quest, there should be a way to craft the hammers and chisels afterwards. The same thing happened with another quest and the items were unavailable to complete the playground. Alternates are always a good offering instead of requiring gems.
Event items are always only obtainable during the event. Once the event is over, it require Gems to purchase the resources needed.
