This doesn't only affect ch 9. Seems the Nagas stop spawning when the Hero's Crest drop. Have the same problem and I'm waiting on ch 6.
I've added ch6 to the report...

I bought 2 Traps ( just got curious & impatient) and am getting Nagas now!
Have managed also to get 4 Hero Crests!
So will now try to finish BUT
CAN MY MASTERY SWORD & SAFETY CERTIFICATE BE RETURNED TO MY INVENTORY SO THAT I CAN HOPEFULLY DO THE LAST GOAL PLZ!
Issue with Nagas not spawning after obtaining a Hero's Crest has been fixed!
We are still working on the issue of players who completed the craft Dragon Stone Ritual before reaching the last task in Chapter 10. Players in this state will not need to obtain the items used for that craft again, I'll update this thread again once this second issue has been fixed. Again, sorry for the inconvenience and thank you so much for your patience.

scrap that! Didn't Pika say there are still issues with that craft? did you already do it before it asked?
