Threatening Threads - watch towers goal

I'm unable to complete the "have level 5 lantern spires or watchtowers" portion of this goal. I have 2 watchtowers, one lantern spire, and 2 spire of love's (all level 5). But it only registers as 3/4 complete in the goal.
If I try to add any additional watch towers or lantern spire, it says I'm at the max & won't let me buy any additional ones.

It doesn't seem to be counting the two "spire of love" in the total, but are those preventing me from adding an additional lantern spire?

You have maxed on royal buildings (43) and you'll need to sell off a royal building. The pink spires don't count. (Don't sell these!) Go through your building inventory and sell off something you have lots of. If you don't want to sell anything your only other choice is skip with gems. Post 2 of the main thread (link) has tips for this goal.
