I never actually got it yet but on your picture it used for upgrade of pantry so I would assume that yes, it is used for other upgrades too :>
I'm stuck, I can not bake anything because the pantry is full at 40 and the ingredients are not matching any recipe
How do i delete some ingredient?
When you have no more space for ingridients in the pantry, go to pantry and there should be red x button. Press it and it will ask you if you want to remove the item(not just one ingridient though, but the whole amount you have. For example, if you have 5 sugar it will delete all 5, not just one). I would delete something with fast restock so you don't lose ingridients with longer restock time and can use them for cooking :>

I'm at level 14
So I have certain items like the picture called "memory of macaroons" you start out with, and the coffee cart that you buy for one of the challenges. It will not let me sell or store these items! Is there a reason for this??? Also is there a use for the stand with the girl on it?
The girl looks decorative but it looks like she takes the orders. The coffee cart doesn't have a use yet, but you're right in that you can't store or sell it. I hid mine behind a counter out of the way.
