Frozen frenzy mania goal/Ice Cream Truck

I' ve got ice-cream truck as a prize for a goal in RS after reaching lvl31 in FFM, but not in BS, even after lvl61. WHY???

I did log in on my son's iPad. But it won't give me the gems. I can see the goals, but no gems..=(

When did the ice cream truck pop up? I'm lvl 99 for a while now. I haven't seen anything like that.
