The extra quests popped up for mi when I served minas cupcakes for the first time, not sure if that's when they activate but if u completed all minas quests and still don't have them try asking in the help part of the forum

Are these goals level-based? My friend's level 20 (or 21) and doesn't get this quest, I'm level 55 and I did.

Well that should have been made clear earlier so they weren't tacked to the rest of the Mina goals. That explains it, I'm only level 21. Thanks for the clarification.
