4) My horse track has not dropped any materials for upgrade ever since I hit level 4. I have collected from it many times since.

The equestrian event has finished and so the Horse Track no longer drops items to upgrade it. The only way to upgrade it is with gems. The Building Guide in the Hub has more details on the Horse Track.
