yes what they all have said I was thinking the same way - it is a bit deceiving as it let's you think you have a choice of which expansion as I thought as you did that if I used gems I could skip ahead - it's hard to go little by little!

Hello, I am a level 69 with 111 neighbors, and I've been saving up for 80 gems as well, I have 75 right now. I am currently 17x21, and want to expand to 27x29. Do I still have to expand one by one? Because in the expansion/crate section, the choices for bigger expansions are not locked when I but it with gems, so am I still able to buy it?
Yea, you have to expand step by step.
