You need 10 scrolls, not 10 visits. Scrolls a rare library drop which only occurs during this quest -- and AFAICT, it is rare. I ended up spending gems on it after receiving all of 2 scrolls.
The bestiaries don't drop every time you visit. Most players, including me, built several libraries to help with the goal. They'll come in handy later if/when you get the wizard schools.
