If it is locked, you need to do the goal to unlock it. Check your quest book.

The Chateau is available after you unlock the Royal Exchange. Do you have the Exchange yet?

Ok, well you craft it in the Exchange. I'd do the Tinker camp first though before the Chateau. You need the Chateau for the Glimmergate story though, so it can't be put off indefinitely.
Royal Chateau Deed - 8 hours - 50 trade tickets (one off trade)
Open Tinker Camp - 16 hours - 99 trade tickets (one off trade)
ACQUIRE the Deed to the Royal Chateau(120RP) and show the Baron
*Deed takes 8hr to craft & disappears from Exchange Listing when goal completed.
THEN You still have to buy The Royal Chateau & build it!
*buy 500 coin & build takes 6hr: 4 Fancy beam, 4 Fancy block, and 3 superglue.

It's a hybrid of the workshop and potion shop. Have a look through the Building Guide... It shows what can be made in each building.
