I think there is a glitch. I went in to mine and somehow the mine tells me
that I can expand with 16 runes. Of course when I try to, it tells me I need
70 runes. So now I have lost explosives and apparently the way to expand.

The game directed you to a plot that needs 70 Runes to expand to. However, you can continue to Mine as normal.
