What's the minimum level or requirement for this event? I have not open the seafood market and it's asking me for seafood dishes. Is it possible to participate without seafood market?

If the ship has requested a certain dish, once you cook it and serve it, it will automatically go to the ship. Check your ship to see if the servings went to the ship.
