I think the green fangbeast was part of the jousting arena quest ...maybe something related to the jousting arena ?
I'm sure I've seen the green beast before but couldn't remember the part of the storyline

There is also an interesting castle like structure with towers, what looks like a fire pit and many stairs at Stormies Castle. Bottom left of the screen.
