11 Bots in Restaurant

I don't know if this was going on before, but I am only getting eleven bots in my restaurant at once. I have a 100 rating and tons of seats available. I checked a neighbour's place and counted only eleven as well. Is anyone else seeing this? I have not checked my bakery yet.
