There's not much point really as you're going to have to buy tables for gems later as well.
I've just sent an email to S8 about this. Surely this must be a bug as well. They are going to alienate a lot of players over this.

These goals are gem heavy! As I only have 1 gem, it looks like I'll be spending money on the 24 package ugh!
i wont continue with goals if we need to spend 10 gems. (or 5 to skip) UNLESS we get those gems back with the step completion. but otherwise I will simply not do these goals.... just not worth it. goals were supposed to be fun, not another pay for play part of the game. the more people partake in this, the more likely we will see more pay for play stuff pop up. first ovens, now goals.....they'll find more to squeeze out gems. as someone mentioned above, wouldnt be surprised if we needed to buy those gem tables as well.....
i wouldnt if i were you. there might be another step where you need to buy the tables for gems :P depending on how many you might fall short on gems anyway XD
HA I know and I refuse to buy gems. I hope it's a bug and gets fixed during my sleep. The display isn't even worth 10 gems anyway lol

You know what? It makes me think that they did this because a number of people managed to squeeze a good amount of gems from watching ads over the past few days. But newsflash Storm8, not all of us got that feature! This goal is not reasonable at all!
