I think you're are making a pretty common mistake based on how S8 presents the quests. You're seeing 7 bubbles filled in and assuming that that's the step you're on. If you look, though, you'll notice the *next* bubble has a faint yellow outline around it - that's the step you're actually one. So cocauina, you're describing step 8. If I'm incorrect, feel free to post a screenshot here and we can take a look at it, but I suspect the faint glow around the next bubble is fooling you.


In this picture, I'm actually on step 10, even though only 9 bubbles are filled in with green. The 10th bubble has the faint yellow glow around it; that indicates the step I'm currently one. Hope this helps!
