    Angry Can never gift some neighbors

    Why are there a handful of neighbors whom I can never gift or gift back--and I do mean NEVER?

    The interface needs to show who is eligible for gifts. To find out after you try is a [] I have dozens of Neighbors. The gift limit should be raised, too.
