Unable to Remove 'Some' Neighbors

I was going through my neighbor list to remove the inactive players. I'm unable to remove a player who's world is called Stormie's Park.

I went through my list again and removed every neighbor, but the only one I'm unable to remove is Stormie's Park. I figure this is a bug?

Stormie is a S8 character and is in everyones game.
