So this one is water X earth only with the earth portion doing with the cosmic one. Ok. This means I will continue getting Rainquin.
zen, it says Water & earth-don't have to have the Plutopus first!

It does seem that you must get the stupid plutopus first because, as Zenobia has pointed out, if you have not bred the first one, the second goal does not appear.
The goals just say to have one, so I don't think you'd have to breed a second one just to complete the goal.
