I don't think you can jump straight to the 30s. You'll have to expand step by step.

You have to do all expansions one by one, if you try and skip the game won't let you. You'll get a pop up message that says you need to do next one first. Save your gems for the last expansions though, use coins for first ones. I wish I had left my place small though, expensive to redecorate and a pain to do so once it's bigger. I envy smaller restaurants look more cozy, and easy to change decor monthly.

You must expand one step at a time. Wherever you are, whatever size it is now, you can only expand to the next size up. After that, you can expand one more size up. One step at a time.

Even if you pay with gem instead of coins, you can only go up one step at a time.

I want to expand my restaurant again which costs 80 gems but it says if i have 70 neighbours i can expand for the same size? So if i have 70 neighbours it would be free? Does anyone know? Thanks x

The expansions that require a minimum number of neighbors have a coin cost that appears when you reach the neighbor requirements.

as you can see, if you go to expand for coins, you have to meet 3 requirements: level AND neighbors AND money.
if you do it for gems, basically nothing matters but gems

Numbers of required neighbors are stated including Stormie, despite he isn't counted either in your profile or in market tab with expansions. There is no neighbors requirement for gem expansions.
