That is what I thought but my restaurant says I can expand to 26X29 for 80 gems but I think I need 7 more neighbors

Hi yeah i think so, and the game let you know if you dont have the enough neighbours...
Yes, you need a certain number of neighbors to expand. As too how many...not exactly sure. I know you need 50 neighbors to expand to a 21x24. Just remember you can't jump expansions...you have to go through them 1 at a time.
