I was so frustrated by that! I got that offer my first day of playing, with a timer of a day or so, but then two hours later it disappeared

Value packs are sent out randomly to different games. You may receive in one, none or all you games.
If you did not get it this time, hopefully you will get the offer next time.

Don't hold your breath waiting for one! Whilst what Kooky (an unpaid moderator - I suspect) says is correct, it is not normal, except for the only select few. TL quite openly say that gem sales are for all. However, if that was the case, in almost 15 months of plays CS I've only ever received the 'given to all black friday sale'. Never received an 'exclusive sale' ever. Cheers
