can anyone tell me if this worth doing or should I just work on leveling at this point as tying my craft house up making Christmas stuff is stopping the rest of my game and I am barely started I feel at lvl 17
Level 1 should work!
That's hard to say as we don't know what the end will bring. Look over the requirements in post 2, see what you have and don't have. How much time do you have to play? That's a factor too. Events can be really hard for lower levelled players, but not impossible.
All that to say, it really up to you.....

Last time TL put the gold required as gold nuggets even some more higher level players struggled with this and it's likely that either gold nuggets or coin gold will be required to make the 5 Gold Rings. They have in the past (in your future) will substitute the nuggets for coins. If we do have to make gold rings even most of us will hope they ask us to use coin even a level 47 player as myself only has 57 gold nuggets but then I've used a few for quests. You may want to think on that or keep your gems as you may want to skip that part. But as TL put the quest at level 15 and upwards it must be attainable otherwise they'll lose players quicker than you can say Bobs your Uncle.
On my main account I am collecting swans but on my other account I am still waiting for ladies. All my lords came through but must have used all me requests up on lords cos still 6 ladies short. Really annoying cos very busy at work next week.
Should still have plenty of time though so not too worried.
Checking the first post concerning "Your Goose is cooked", I see it says to check the Library. Where is the market mentioned?
HaHa....never mind! I see where the market is required before the Library. Silly me! On Grandma duty today & those grandkids just totally wore me out...lol
So now I need to get out 2 more markets & 2 more libraries from storage. And where in the world am I gonna put them?

Took me 10 taps to get my first swan. At this rate, I'll have to spend 70 energy to get them all. And to add insult to injury, only TWO fish from those 10 pond taps!
ITA! Especially the those maids. The dialog is really fun, too!
