No, you can only have it on one device.
Do you only play Fantasy Forest? If so, play a couple of minutes, Dragon Story or Restaurante Story, I say this because the Fantasy Forest doesn't have the login feature, so you will need a game that has the login feature, so after you do the tutorial on one of that games, close the games, and in the other device download the games, and now you have 2 ways, grab on the device that you want to use.
First: Make sure that your ID has a password, probably you already have, I guess this account is your id from FFS.
This is the most easiest and fastest one:
1st - Login in your Game Center account
2nd - Open the Dragon Story or Restaurant Story from the Game Center
3rd - Open FFS and have fun!
This is the most hardest and slowest one that has 3 ways:
1st - Open Dragon Story
2nd - Do the tutorial
3rd - Tab on the blue and white icon on the right upper corner of the screen
4th - Account Settings
5th - Log in to Another Account
6th - Write your ID and password
7th - Open FFS and have fun
OR
3rd - Menu -> Social -> Invite -> Account Settings
4th - Log in to Another Account
5th - Write your ID and password
6th - Open FFS and have fun
OR
5th - Connect to Game Center
6th - Open FFS and have fun
PS: I recommend you to have the Game Center always with your account logged in.
