option to send the train half full

Please could we have the option to send the train off when it is only partially full? There are many occasions when I can fill the train to the 2 gem level but cannot complete the rest due to lack of time/parts/money. It is very frustrating only half filling it and then have it sit there for another day before it leaves.

I guess the waiting is the penalty for unable to load full train.
